Pangungunahan ng Philippine Coast Guard (PCG) ang pagsasagawa ng maritime patrol kapwa sa Philippine Rise at West Philippine Sea.
Inihayag ni National Security Adviser Hermogenes Esperon Jr. kahapon ang nalalapit na deployment ng 44-meter multi-role response vessels na nabili ng PCG mula sa Japan para magpatrulya sa West Philippine Sea.
“We can complete these 10 [MRRVs] by February, we now have seven. Of the seven, we will immediately deploy three or four of them at the West Philippine Sea,” aniya sa mga mamamahayag.
Sinabi niya na layunin ng deployment ng barko ng PCG na tiyakin ang “safety of life at sea.”
Idiniin ni Esperon na ang PCG, katuwang ang Bureau of Fisheries and Aquatic Resources (BFAR), ang dapat na maging “key players” sa pagpapatrulya sa karagatan ng bansa.
“The Navy could always go there, the Air Force could always go there for specific military purposes. But the key players here, because there is no war there anyway, should be the PCG and the BFAR,” aniya.
Ipinahayag ito ng opisyal habang bumibisita ang kanyang Japanese counterpart na si Special Advisor to the Prime Minister on National Security of Japan Kentaro Sonoura, sa Philippine Coast Guard (PCG) main headquarters sa Manila.
Sila ang mga espesyal na bisita sa huling araw ng 15th Maritime Law Enforcement exercise na nilahukan ng PCG at ng iba pang Southeast Asian coast guards.
Ang Japan Coast Guard ang namuno sa dalawang linggong MARLEN training, na nilahukan ng Vietnam, Malaysia, at Indonesia.
Sinabi ni PCG spokesperson Captain Armand Balilo na lalarga ang mga patrol ship sa susunod na linggo, kasama ang rigid-hull inflatable boats, na ipinagkaloob din ng Japan.
“The Japanese government pledged to donate the 10 RHIBs after President Duterte visited Japan early this year,” aniya sa mga mamamahayag.
Kabilang sa MRRVs na natanggap na ng PCG mula sa Japan ang BRP Tubbataha, BRP Malabrigo, BRP Sindangan, BRP Capones, BRP Malapascua at BRP Suluan. Ang iba pa ay darating sa susunod na taon.
Ayon kay Balilo, ipapadala ang mga sasakyang pandagat para sa “law enforcement” upang magbigay ng “signal of diplomacy” sa iba’t ibang coast guards.
Sinabi niya na ang “first order” ng mga patrol ships ay labanan ang pamimirata sa southern Philippines, partikular sa mga baybayin ng Sibuti, Tawi-Tawi.
“This is the plan based on the pronouncement of [acting PCG Commandant] Commodore [Joel] Garcia. The new high speed boats given to us will be deployed there,” ani Balilo.
“Probably one of them will be given to Marawi or Lanao Lake. Our forces continue to patrol in Lanao Lake. Coupled with the speed boats, these MRRVs, they will take shifts,” dugtong niya.
